Representative bureaucracy is considered as the inherent goal of all affirmative action programs as it represents the interests of the groups for whom the affirmative action is planned. Affirmative action is planned to highlight the interests of the minority groups and for their rights in the different areas like employment, health care, education and social life. Representative bureaucracy has the function of influencing the policies in the interests of the racial groups and ensuring that they get fair treatment and their rights are not violated.
