Yes. I have witnessed an emergency where a person has met an accident.

I did not intervene as many people were already helping the injured person. I was a bystander.

I was set aside because

Some people were already helping the individual.
I had to go to an important meeting that day. Intervening might have resulted in missing the meeting.
I am young and there are many adults. Adults deal with these situations more maturely.
Moreover, the situation was thought to be in control.
