Answer #1
n%100 gives the last two digits of number n
if you divide two digit number by 10 then it will give 10s place digit.

Example:
9183 % 100 is 83
83 / 10 is 8
This is how we get the 10s place digit

So, hash function is
h(x) = (x%100)/10
