\frac{u}{u_r} = {(\frac{h}{h_r})}^n

where,

u :- Wind speed at height h

ur :- known Wind speed at reference height hr

Given :-

u_r = 9h_r = 10   u = 10n = 0.2

To find :- h

Solution :-

\frac{10}{9} = {(\frac{h}{10})}^{0.2}

h = 16.935 \;m
