They offer a $450.00USD per hour rate for government bodies, so in my role as a professor I call them to provide a training. X and Yvonne perform an hour-long training for my class and then seek payment. The University declines to pay them for what reason(s).

X and Yvonne perform an hour-long training for my city staff and then seek payment. The City agrees to pay based on what theory.

Q1) Answer is c. I did not have implied authority to obligate the school's resources in my role as professor.

Professor in a university is not an administrative authority to make decisions on payment to external consultants etc. Hence, the university can deny payment to the consultants as it is not the management that called for the training.

Q2) Answer is b. My implied authority as an elected official.

City councilman is a role of authority who can make administrative decisions. Hence, if there is a training requirement, a councilman can wish to get the training from the consultants and get them paid for the same.
