for vertical equilibrium of crate;

F*sin21 + mg = N
=> 0.358*F + 32*9.8 = N

For the crate to start moving;
u*N = F*cos21
=> 0.57*(0.358*F +32*9.8) = F*cos21
=> 0.204*F + 178.752 = 0.934*F
=> F = 244.866 Newton
