q0 is the initial state. q3 is the final state. z0 is the initial stack member.

The idea is simple- We skip alternate 0s and push the rest into the stack. As soon as we are done with 0s, start popping the stack members for all 1s. Now, the stack becomes empty again or say, it has the initial symbol z0.
