Why can contains() pause until fullyLinked is set if contains is wait-free?

The contains() will pause until the fully linked mechanism is set because if it is wait free it does not hold all the values if the list is not fully linked and it won't be an effective approach of maintaining the list with a dropped elements without a best linking arrangement.

Thus the contains() will pause until the list is fully linked and there will be no dropouts in the list elements.

The issues with a partial linking is that there will be an inefficiency in the list data and the required elements with its instruction set won't be appealed which will cause an highly ineffective data.
