Percent by mass(or mass percent) is the mass of one component divided by the mass of the whole mixture, multiplied by 100

To calculate the mass of water we use the formula,
Mass = Density * Volume (Relative density is also known as specific gravity)
Therefore mass of water = 525 ml * 1g/ml = 525 g
Total Mass= Mass of water + Mass of (NH4)2SO3 = 525 +41.7g = 566.7g
Mass percent of (NH4)2SO3 = Mass of (NH4)2SO3 / Total Mass
= 41.6/566.7 *100
= 7.34%
