From "dinosaurs" to "cloud computing" -- both hardware and software --we have observed the evolution of technology, which impacts system consideration and HRIS design. When might BOB (best of breed) not be the best? Thinking of your organization or one with which you are familiar, would a BOB solution work? why or why not?

BOB is indicates nothing but a product which is more or less best in its segment. BOB might not be the best when the budget constraints are there, the technical infrastructure is not that advanced and not supportive of BOB and also when the requirement is such that the profitability would decrease if BOB is used.

No, in our organisation BOB would not work because the amount of yearly budget would not allow that , also the current technology that we are using is 2 versions behind which will not permit the effective implementation of BOB.
