One should consider all the three factors in a business analysis communication plan.

Culture: All the organisation breed a different culture and for this reason it is important to understand the culture of an organisation, as a result communication plan which should be suitable for one organisation wouldnt be same for other.

Few important factor to consider with respect to culture are escalation matrix, cross functional relationship, business type, etc

The escalation matrix is not same across organisations and it is important to understand the same and imbibe the same in the communication plan.
