The given equation is the acid dissociation equation of chloroacetic acid

ClCH2COOH + H2O <-----------> ClCH2COO- + H3O+

For this equilibrium the equilibrium constant is called dissociation constant denoted by Ka

Ka = [clCh2COO-][H3O+] /[ClCH2COO-][H2O]

As Pka is given and pKa = -log Ka

Ka (equilibrium constant) = 10-pKa

= 10-2.87 = 1.348x10-3
