so the punnet square will be

AbC AA Bb Cc AA bb Cc Aa Bb Cc Aa bb Cc
Abc AA Bb cc AA bb cc Aa Bb cc Aa bb cc

so out 16 progenies 2 will be of genotype Aa Bb Cc ( heterozygous at every locus).

so percentage = (2/16) x 100

-= (1/8) x 100

= 0.125 x 100

= 12.5 %

so 12.5% progenies will be completely hetrozygous at every loci
