B subtilis + is able to synthesize phenylalanine wheread B subtilis - cannot. So, the former can grow even in the absense of phenylalanine but the latter cannot. So, B subtilis - needs to be transformed with the gene which is enabling B subtilis + to grow in the absence of phenylalanine. Thus, in this process of transformation the + strain will act as the donor bacterium and the - strain will be the recepient bacterium.
Hence, we need B subtilis + to transform B subtilis -.
