What determines the binding of RNA polymerase to the gene and thus the degree to which gene expression is turned on? How is this different between prokaryotes and eukaryotes?

Printer sequences determines the binding of RNA polymerase to the gene.

It is different in prokaryotes as they have 3 sequences like at -10 -35 and upstream regions but in eukaryotes, it carries a wise varieties of promoter regions that why regulation is more complex in eukaryotes.

In eukaryotes, enhancer or repressor can act like stimulator and inhibitor of promoter hi ding by RNA polymerase.

But in prokaryotes this is absent.

Like if the attachment is more stable and easily formed then higher degree of expression of gene will be happened whereas less stable interactions show low expression.
