Yes, Astro Transport was within its rights to refuse to transport the jet fuel. Common carriers are to provide transportation for compensation without discrimination to all members of the public who apply, assuming that the goods are to be carried are proper and facilities of the carrier are available. There are certain exceptions and common carriers have the right to refuse transportation of hazardous materials as it may affect safe transportation.
