Steps:

1. Initially, combine 1 unit volume stock solution with 99 unit vol. diluting agent i.e. 1:100 dilution.

2. In the next step, combine 1 unit volume of 1:100 dilution with 99 unit volume diluting agent i.e 1:100*100= 1: 10,000

Thus converting the stock in 1:1000 dilution working stock in two steps.
