Brundtland Report Sustainable development : Describe the concept of "needs," in particular the needs of the world's poor, to which overriding priority should be given; what are some potential policy implications at the local level.

The concept of need here is with specific to the world poor population. The potential policy implications on the ground will be that all countries will have to take policy decisions regarding reducing the inequality between the rich and poor as the divide between rich and poor are increasing and that need of the poor shall be met on priority for sustainable development of the whole world. We cannot leave the poor to suffer.
