Almost every governmental program sounds worthwhile and useful (as the "promoters" point out), if not downright moral and virtuous (as "baptists" point out). However, what is usually left out in presenting these programs is the cost and the analysis that is pertinent to evaluating the costs of these programs. How is it possible to evaluate a program with just supposed benefits without also delving into the costs? What one issue you read about this week, when more fully examined, caught your attention and what is it that you learned that could generally apply to the evaluation of other governmental programs and issues?
Evaluation of success of government programme :-
1) By evaluation of the benefits to the society like improved health and safety , greenhouse gas emissions.
2) Reduction in any society problem that can be measured with the help of surveys .
Types of evaluation :-
1) Process evaluation :-
This aspect of evaluation examines whether the programme was carried out as planned .
2) Impact assessment :-
This helps to assess the impact or change bought by the programme.
3) Outcome evaluation :-
This process involves assessing the final results of the programme.
Methods of evaluation :-
1) Randomised control trial :-
In this kind of evaluation individuals or group of individuals are randomly allocated to receive or not receive the program
2) Quasi experimental designs :-
They are used to establish the effectiveness of intervention using the information collected on trends on the indicator measured .
3) Controlled before after study :-
This study design involves observing the outcome of interest before and after the programme for both treatment and control group .
4) Interrupted time series design :-
Statiscal analysis of such data takes into account any secular trend that serves as an intervention to the outcome .
5) Before after study ( No control group) :-
It involves simple analysis of before and after effects using sampling methods .
