It was lowest near half-way up.

In case of a gymnast when she is ready to jump she tuckling her knees and bring her center of mass near to axis of rotation.

And moment of inertia depends on the mass distribution. so center of mass will closer to the axis of the rotation it will decrease the moment of inertia.

And if there is no external torque on the body so net angular momentum will conserve and and angular momentum is equal to the multiplication of the moment of inertia and angular velocity. So, if moment of inertia will decrease then angular velocity will increase and it will help to gymnast to complete her rotation.
