If you forgot to fill the burette with HCL in the beginning of the titration, it will not make any difference to the molarity. But if you didn’t fill the tip of the burette then that will lead to an increase in molarity value because the initial meniscus reading will be considered as volume of HCL which is not accurate. So molarity value will not be the actual value.
