If voltage across a circuit leads voltage across resistor in it, then circuit is inductive, if it lags then it is capacitive, and in all other cases it is purely resistive.

As the voltage across the device leads the voltage across the resistor, the circuit must be inductive i.e. there must be an inductor in the circuit. The circuit may also contain a capacitor but the capacitive reactance of the capacitorwill be less than the inductive reactance of the inductor.
