how quickly should an employer give notice to an employee their job is going away and likewise; how soon should an employee announce to the employer that they intend to leave? Why in both cases? Please explain in detail

This is something not fixed and totally dependent upon the kind of contract between the employer and the employee. So it cant be generalized however as per the observation of the contract of the many companies it can be said that

An employer keeps the right to terminate the employee term with the company at any short notice providing giving them proper reason and some month of salary in advance of as per the contract. in general, there are some sort of notice period is there as well but in case of some misbehavior and issue with the attitude, an employer can fire the employee instantly

Whereas

An employee can leave the job after resigning and he has to serve the notice period laid down as per the contract. In general, there is no minimum time for an employee to resign and give notice to the employer
