Some of the most important factors that should be considered are :
1. Location : Location should be such that there should be no obstruction for the observation. It should be away from the city so as to remove the light pollution.
2. Altitude : Not only the location is important but altitude of observatory is also important because higher we are less will be the atmosphere that light will cut to reach us.
3. Atmospheric condition : Sometimes in the absence of clouds also water vapors in air diminishes transparency of air. And sometime in dry air there can be turbulence due to temperature gradient. Thus the atmosphere of the location is also important.
