1. You are a Senior Civil Engineer posted at the Contracts and Procurement Division of the Ministry of Works of Malaysia. You are now in the process of evaluating tenders for a new 30 -storey Medical Complex belonging to the Ministry of Health of Malaysia. The contract is based on the bills of quantities, i.e. BQ type of contract. An open tender has been called and there were ten (10) tenderers who have submitted their bids or tenders.

1. Discuss and appraise the factors which you would consider in assessing/evaluating all those ten (10) tenders.

Identify any five (5) reasons for a tender to be rejected or becoming unsuccessful.

Factors considered in assesing /evaluating the ten tenders:-

1. Submission of tender fees and EMD fees :- Some amount is to be submitted by the tenderer before paticipating in the tender on behalf of tender fee and EMD.

2. Adequate documents:- Firm must have appropriate documemts like tax number, permanent account number and registration certificate in proper category.

3. Turnover :- Tenderer must have adequate turnover which is decided on the basis of the cost of the project.

4. Past Experience :- The contractor must have experience in past for such type of similiar work. The experience cetificates must be available with him.

5. Firm must not be debarred or blacklisted from any company due to any reason.

Reasons for rejection of a tender:-

1. Non submission of tender fee or EMD amount.

2. Firm is not having proper documents as demand of tender.

3. Firm may not have adequate turnover as per requirement of the tender.

4. Firm may not have past experience of such type of work.

5. Firm may be found blacklisted by any agency.
