A carbon tax is likely to be regressive (it will hurt the poor more than the rich because it takes a bigger percentage of their income). Regardless of your opinion on question 1, if a carbon tax was adopted what should we do with the money? We have several choices: (a) use it to fund more green research, (b) put it in the general fund (to be spent on anything), (c) lower payroll taxes on the bottom 40% (by the average amount they are paying in carbon taxes to make the tax neutral on the poor (d) a combination of the other three or (e) some other option. (and the answer give it all to me is not allowed here :) Which one would you choose and why?

Option C seems to be more suitable.

Since carbon tax can be hard on the poor by taking away a bigger percentage of their income, making the tax neutral on the poor can stabilize the economy. Other options are not totally invalid but option c has a better outcome.
