Does the complexity of the project dictate the estimating method?
No, I don't think the complexity of a project cannot estimate the budget. The project is getting more and more complexed due to the development of technology, existing system, and knowledge. When there is complexity in a project, it gives a faulty and unclear understanding of the estimation of the budget. In projects, the cost overruns are very common nowadays as there are lots of uncertainties present in the project. There are many methods or techniques which can be used to estimate the costs of a project but the complexity of the project doesn't contribute to any of these.
