I think we should first see or discuss what is a group and what is a team. according to me a group is the gathering of two or more people who give their efforts to achieve their objectives while a team is the gathering of people who act as one whose objective is common. so with this context, i can say that Dragon racing can be useful means of turning groups into teams because when they would be divided into pairs or group of three in dragon boat race they would have only one objective is to win the race. all groups members having a same common objectives means they are becoming a team.
For example- when football players gather around in field then they are called team because they have common objective is to win the game while when game is finished they are groups and hang out with each other.
So, drangon boat racing can be a good game like other team based games to make groups into a effective team.
