I do think that there are times when wealthier nations should be required to help other countries. For instance, I think of the Christmas Day tsunami several years ago. I find it shameful to not help ease so much human suffering when we have the capabilities to help. I don't think that national borders should define which people are worthy of help. I don't think that we have an individual obligation to help but if you are able to, you should always pay it forward whenever you can because you never know when you will be the one stricken by a disaster and in need of help.

I am in agreement with the statement that wealthier nations should help other nations. I feel so because it is the first world nations that have used the resources such as material and manpower of the other countries to make them rich. Not only this, the wealthier nations develop the regulation that dictates the third world nations to curb the industrial activities going on in their countries. All these steps have caused poverty and underdevelopment of the third world countries. So, in my opinion, then it becomes the duty of the developed nations to take responsibility for their historic demeaning actions and contribute the funds and technologies that are necessary for the development of the developing countries.
