Federal Acquisition Regulations (FAR) require that federal agencies use performance-based contracting to the maximum extent possible for service contracts, including contracts for the acquisition of IT services. Performance-based contracts rely on performance work statements (PWS). However, a prominent organization of former federal government acquisition officials argues that the PWS works well with short-term, relatively simple service contracts, but "it is unrealistic to ask agencies to specify services at time of contract award in clear, specific, objective, and measurable terms when future needs are not fully known or understood, requirements and priorities are expected to change during performance, and the circumstances and conditions of performance are not reliably foreseeable." Personally, I agree with the group's view on the terms applied during contracting that make the use of the statement for quality work to be mostly effective in the short term. The execution of the plan is extremely complex, as the team claims, with frequent new challenges and obstacles. The rate at which advances in technology require constant monitoring and regulations to remain up-to-date, some of which may not have been included in the performance work statement. Consequently, it is difficult to consistently select the best goals as a constant analysis of the plan's progress is required.

The focus of the required results, performance standards, monitoring method, and incentives and disincentives will maximize all available resources, thus focusing on the project's short-term goal to ensure its completion. This supports the arguments of the professionals not to use the Performance Work Statement (PWS) as the basis for awarding contracts as the report fails to consider the challenges and weaknesses that arise along the way that demand immediate action. This will render IT services, and shortchanged implementation will hamper achieving the intended goal.

In addition, in order to meet the contemporary competitive advantage, the long-term IT providers need to accept regular updates from time to time. This therefore demands that contracts be provided to improve services that would otherwise become redundant and outdated. The use of performance work statement explains the contemporary requirements at present, committing all the resources as per the priorities dictates. It thus removes an incentive for future work success to be included in the document on the Quality Work Statement (PWS).
