It is that the administration requires its supervisors to evaluate 70% of all partners as "meets expectations", 20% as "exceeds expectations" and 10% as "needs improvement." Most supervisors do not feel comfortable with this rule and consider it unfair and demoralizing. Supervisors feel afraid to express their concern with this rule to senior management and do not know what to do.
