Should the project manager initiate changes when the project approaches the standpoint being over budget or behind schedule? Some project managers may feel that tweaking the schedule and budget on a constant basis will lead to project success?

Yes, project manager should initiate some changes so that project cost can be reduced with proper or balanced utilization of time and resources. Generally, constant changes might divert the focus of project members to understand the required activities to complete. Sometimes, it creates chaos, conflict and lack of skill set to complete the tasks well before the schedule. The role of project manager will be crucial in terms of taking the confidence of every stakeholder including the clients and local administration. A successful manager will be aware of the factors causing time overrun and cost overrun. A good strategy is to complete the work with skilled employees and adequate advanced machines by looking the cost benefits points.

I believe that it is not necessary to constantly changing the project scope and budget otherwise it will create some unseen situation where it will be impossible to complete the project. For example: if, on a road construction project the base will not prepared well before the rainy season then all the sands, and semi furnished work will required digging and re attempt to label the height from the ground . Here, danger will be to increase of cost due to work stoppage for few months.
