Change management plan is closely linked to the project scope. The change management process defines the steps to be followed in order to make changes in the project including scope. The purpose is to manage and control the changes, prioritize the key changes and provide system to implement changes. It directly impacts the project scope which has to be adjusted.

Whenever there is a change management plan, project scope needs to be changed. Sam is the case when there are changes in project scope. So, both are directly linked and with change in one, other also changes.
