Question 1 - The first step in developing a project scope management plan would include first developing the project scope statement. Or in other words we could say that development of a planning for the scope, identifying the stakeholders, gathering the information, collecting the required are some of the other processes of the project scope management plan. Where as the first step and the first process would be planning scope or the project scope statement for a project scope management plan.
Question 2 - The first task includes the things that are to be delivered to the stakeholders of the project at the end and the requirements for which the acceptance for the project is made for it to be successful. The second task includes the kind of operations or the activities that are need to be done in order to deliver the things to the stakeholders or in other words we can say the creating of the boundaries for the project. The third task includes creating a proper description of the scope and also understanding the implications that will disturb the project.
Question 4 - The reasons why defining the scope of a project is important are since the time by which the project is to be completed is defined by the scope of the project, the budgets and the cost that has to be allocated to the project is defined by the scope of the project, the decisions and other planning requirements to be carried out regarding the project has to be defined by the scope of the project, the allocation of other resources such as workforce is also determined by the scope of the project, the risk that is associated with the project we are working on is also defined by the scope of the project and thus the scope definition is important since it is linked with so many other implications of the project.
