Oxalic acid dihydrate contains two water molecules which can fluctuate.

But KHP have no this type of water.

Low hygroscopicity is one of the features for primary standard.

in order to minimize weight changes due to humidity, KHP is used as best primary standard.

As oxalic acid can absorb water from air or at humid condition.

and

hence KHP is used as best primary standard in compare to oxalic acid dihydrate.
