Now the second part of the question focuses on how a development team can reproduce an owner's role:
A development team does not receive any information about the production from anyone. It gains all the information fro the backlog itself.
A development team is cross functional so it can work efficiently to produce the products.
A development team does not require the product owner until there is an external client since all the works are done by the development team itself which makes it self sufficient.
The development team is a part of scrum team and can be held accountable for the production decisions.
Therefore, if there is no external customers with whom the product owner has to communicate then the development team can reproduce the role of product manager .
