- Conscientious dissenter is person who have disagreement or opposing opinion or view from the practice of organization, while whistle blower is person who have disclosed secrets of organization acts which are illegal, unethical, immoral or illegitimate.

- Dissent can be from any act that employee did not like or have opinion that does not match with practice of organization, while whistle blowing come from illegal or unethical act of company.

- Employee who is working with company can only have dissent with company while past employee can be whistle blower for company.
