Institutions are an informal or formal set of rules which define the behavior and relations between agents in an economy.

Out of the given options, the one option which is not true about institutions is that (D) they never change.

This is not true. Institutions, however are a stable set of rules which define social and economic norms, but they are not rigid. Variations or modifications are always present in them, and used from time to time.
