This includes things like, Why the project is being taken on (what the problem or opportunity is), what are the alternatives to doing the project, what you hope to achieve by doing the project i.e. reduce cost, increase revenue, legal reasons etc…   At the end of this HW you should have a project proposal from week 2 and a good project objective from week 3. Project name: Reducing the Length of Stay (LOS) for Homeless Clients in Temporary Shelters, Hotels, and Motels

Strategic Goal and Business Case:

Erie County places families & individuals with no place to stay in temporary housing, as a way to keep our clients safe and off the streets. The ultimate goal of the county is to end temporary placement as soon as possible in favor of an affordable permanent home, which is more cost-effective for the county and stable for the client.

Problem statement of the project:

Erie County places over 1,100 households (over 700 singles and 400 families) each year in temporary housing, with an average length of stay of 25 days. Over one year, these temporary placements cost around $2.3 million dollars (about $830,000 local share).

Project Objective:

Reduce average length of stay (from 25 days to about 21) by 15% beginning 9/09.

Benefits/Savings Potential:

Reducing gross payments by 15% will result in a gross savings of$345,000, and a yearly local share savings of about $124,000.

Scope/Boundaries:

Internal county processes required for permanent housing placement
