there is no actual formula or right answer present that can tell us about how many police officers does a Jurisdiction need because it depends on factors like level of service need in a city by police, The level of crime in the city, number of citizen present like police to citizen ratio can vary from city to city so it makes it difficult for us to know the right number of police require in a jurisdiction.

for example- a City with small region having high crime rate can be a factor to decide more police in that small city while in a big city where crime rate is less then police officer number may be less even area of city is big.

the normal or minimum level of number of police could be calculated like 1.5 officers per 1000 residents in a city like some major west coast cities but it does not mean that it is fixed can be changed according to situation so i can say that there is no right and accurate answer to this question.
