Missing Link is the policy gap between the policy intent means beginning of policy and policy outcome means its results

after the implementation. Implementation refers to what happens between policy intent and policy outcomes, hence

leaving a ‘policy gap’ if the outcomes do not meet the policy intentions. This concept helps policy maker to understand

that what factors can lead to this policy gap missing link and give the unnecessary results of the policy. if policy maker

know the missing link then they would be able to form an effective policy from start to end and get the accurate and

desired result after the implementation.
