Value chain links in a homeless shelter include:
-Logistics.
-Procurement of necessaries, food.
-Operations related to day to day functions.
-Cleaning and Maintenance activities.
-Fulfilling staffing needs like volunteer coordination.
The first two links are external, the last three are internal.
Homeless shelters generally have a high capacity and can accommodate and provide services to a large number of people.
They are at product capacity now because their operations have been optimized to effectively utilize their value chain in order to maximize the number of people they can serve.
If I had to eliminate a value chain link, I would choose procurement on necessaries. If a homeless shelter is eliminating a value chain link, it is likely because of funding issues. Eliminating this link would ensure that the shelter can cut costs while carrying out it's basic objective which is providing safe shelter to homeless people.
