And And how does this decision relate to the Fed's double mandate?

Since economy is performing well and central bank does not feel need of making changes in its target rate. Target rate is changed when economy is either overheating or facing recession.
Fed dual objectives are price stability and full employment. US economy is operating at full employment and inflation is at comfortable level. thus, target rate is unchanged.
