If there is no operating system in the computer, so when we run a program, the program additionally will control all the devices of the computer. Like before execution of a program , the program will call the ram,CPU, disk etc by their drivers to execute it. Another limitation will be that only single program will execute. The third limitation will be the length of the program will be very high, and the execution time will be also higher.

To lead and execute a program without operating system, the devices with their drivers which are required should be loaded before execution of the program.

The limitation of BIOS in ROM is 1) Hardware detection and loading will be critical or not possible. 2) Accessing the RAM is difficult due to non availability of device information. 3) Loading of operating system is not possible.

The difference are

Multiprogramming means when the computer or the operating system can handles multiple programs or applications like at the same time I am running database and spreadsheet software.

Multiuser means when in one computer more than one user can access or execute the application  or programs by their own credential like username, password and other login policies.

Multiprocessing means in one computer the programs or operating system has handle multiple processors at a particular time.
