Inertia is defined as the state of being at rest or motion.

Let the driver is moving with a certain velocity v along +X direction. The driver inside the car is also moving with the same velocity.By Newton's 1st law, everybody continues in its state of rest or motion unless acted upon by an external force.When suddenly breaks are applied the car comes to a stop, but the driver will continue its motion along +X due to inertia of motion and hit the steering wheel. Note here, the brakes brought the car to the stop not the driver. Hence, he must wear a seat-belt to stop him hitting the steering wheel.
