Solution (a) :

Reason 1 : Transmitting Large messages over the internet is not a good habit because it against both the constraints ( Time and Budget ). It might create the overhead of system failure issues. That's why Large messages are often fragmented before transmission so that the resulting fragments of the messages could easily transmit through a link with a smaller internet traffic and smaller maximum transmission unit (MTU) than transmitting the original Large message size.

Reason 2 : It is necessary to transmit the messages in their ideal and appropriate size so that the transmission could be smooth and the overhead of network delay could be reduced. Sending a bunch of individual packets improves the performance monitoring report effectively and efficiently because in that case, there will be no exception of Maximum Message Size. Apart from this, Recommendation of fragmenting large messages into smaller fragments will gradually improve the scalability , relevancy , effectivity and portability of the transmission.
