Analyze and critique the safety and emergency management structure found in the port environment, and discuss the supporting plans and programs typically found in a major port operation. As part of your discussion, judge the legislative policies developed to prevent, prepare for, respond to, and recover from a WMD attack at a major port. In your opinion, are the current legislative security policies sufficient to secure and protect US ports? Explain.
Emergency management is an aspect where the organisation and management of the resources and responsibilities for dealing with active belief in the value of human life aspects of emergencies. Emergency response the likelihood of an incident occuring can be mitigated through the process of formal risk assessment and the introduction of control measures. In some port harbour masters may provide emergency response services of the framework within which they can operate. Emergency response plans should be developed and exercised in collaboration with emergency responders like fire, ambulance , police etc.
Emergencies happen any time it may be natural disaster, technological accident, port security threat etc, incident always present It can give a result in injury to port personnel, damage to port property, to reduce these risk the supporting plans posed by emergency planning and preparedness must be an integral part of the port management activities.
To prevent WMD attack the team identified a number of promising practices in preventing port attack including, improvement to physical security and infrastructure at seaport, protocols and processes limiting entry of seaports, technological detection and inspection system, law enforcement related activities, interagency operational centers. meausres physical barriers, limiting access, installing detection equipment, increasing law enforcement activity and coordinating strategies among agencies. Seaports are difficult to defend because much of their perimeter is water.
Strengths:
Layered Security: Combines physical (fencing, patrols), technological (radiation scanners, CCTV), and human (Customs and Border Protection) measures.
ISPS Code Compliance: Mandates risk assessments, security officers, and drills under the International Ship and Port Facility Security Code.
Public-Private Partnerships: Collaboration between port authorities, DHS, and private operators (e.g., Maritime Transportation Security Act [MTSA]).
Critiques:
Fragmented Coordination: Overlapping jurisdictions (USCG, CBP, FEMA) can delay responses.
Underfunding: Smaller ports lack resources for advanced tech (e.g., AI-driven threat detection).
National Response Framework (NRF): Guides multi-agency response to disasters.
Area Maritime Security Plans (AMSP): Port-specific protocols for threats like WMDs.
TWIC Program: Biometric IDs for workers to limit insider threats.
Gaps:
Cyber Vulnerabilities: Port logistics systems are targets for hackers (e.g., 2021 Colonial Pipeline attack).
Climate Resilience: Few plans address sea-level rise disrupting operations.
Key Policies:
SAFE Port Act (2006): Requires 100% scanning of high-risk cargo (not fully implemented due to cost/logistics).
PSD-8 (2021): Directs DHS to enhance supply chain security.
Sufficiency?
No:
Scanning Loopholes: Only ~5% of containers are physically inspected.
Slow Tech Adoption: Few ports use neutron-based WMD detectors.
Yes:
Rad/Nuc Detection: Megaports Initiative screens 80% of inbound cargo for radiation.
Mandate 100% Scanning: Fund AI/ML tools to automate inspections without slowing trade.
Integrate Climate Plans: Update NRF to include port-specific climate threats.
Streamline Agencies: Create a single port security command under DHS.
Final Judgment:
Current policies are moderately effective but lack enforcement and funding to fully counter WMD threats. A "trust but verify" approach leaves gaps.

We conducted a comprehensive literature search on drones in conservation up to October 2nd 2018, in line with related studies [10,11,35]. All searches were done by the same person in English, mainly using Google Scholar. This was further complemented through reference harvesting, citation tracking, abstracts in conference programs, and author search, using Research Gate and Mendeley (see PRISMA Flowchart in Supplementary Figure S1 Checklist and list of studies reviewed in Table S1). We then removed duplicate and unrelated results. Finally,...

CASE 20 Enron: Not Accounting for the Future* INTRODUCTION Once upon a time, there was a gleaming office tower in Houston, Texas. In front of that gleaming tower was a giant "E" slowly revolving, flashing in the hot Texas sun.
