Since resistance is given by,

R = rho*l/A

So, R is proportional to (length/area) ratio

therefore for smallest resistance (l/A) ratio should be minimum,

when length is 3 cm, then l/A = 3/(5*8) = 0.075 1/cm

when length is 5 cm, then l/A = 5/(3*8) = 0.208 1/cm

when length is 8 cm, then l/A = 8/(3*5) = 0.533 1/cm

l/A is minimum when we take length 3 cm ,then area = (5*8) cm^2

So, we have to take the according to the 3cm length.
