Whwn Ammonium Carbonate when heated will decompose to give Ammonia, carbon dioxide and water
(NH4)2CO3------->2NH3 + CO2 + H2O.

Here two gases are evolved- Ammonia and carbon dioxide . The property of CO2 that it will extinguish fire. Thus here the glowing splint will be extinguished or go off immidiately as the CO2 gas evolves.
