Dynamin is a protein involved in endocytosis pathway. It acts as a molecular scissor during the pinching off of the vesicles from membrane into the cells. So if dynamin is non functional by a dominant-negative mutation, then its loss of function will be observed. So in this case the ligands can bind to the receptor but the receptor-ligand complex cannot enter into the cell and will remain on the membrane.
